JAKARTA, NOV 2025 – YCP has released its most recent  white paper, “Advancing Indonesia’s Oil and Gas Sector: Pathways to Resilience and Sustainable Growth.” The report provides an overview of Indonesia’s oil and gas sector, as well as the required changes for self-sufficiency and industrialization.

Indonesia’s oil and gas sector   remains a cornerstone of the national economy, expanding at a 4% annual growth rate despite a decline in GDP contribution—from 2.76% in 2019 to 2.38% in 2024. Yet domestic crude production is still gradually catching up to refinery demand  , creating import reliance and leaving the nation exposed to global price volatility. Combined with aging reserves and low-complexity refineries, these challenges underscore the need for reform across the value chain.

Drawing on data and industry examples, the white paper explores how Indonesia can modernize the sector by enhancing reserve replacement and upgrading refineries. It also takes a multifaceted approach to policy innovation, examining how investment incentives and ESG alignment can further attract capital and accelerate transformation.

“When pursued with rigor, coherence, and genuine collaboration across stakeholders, Indonesia’s oil and gas sector can pivot from a heritage of challenges to a future marked by resilience, sustainability, and global competitiveness,” said Septian Waluyan, Partner at YCP.

Inside the report, readers can find:

  • A detailed examination of Indonesia’s oil and gas value chain, from upstream reserve challenges to downstream modernization needs.
  • An analysis of global investor expectations, including demand certainty, contract flexibility, fiscal competitiveness, and ESG performance.
  • A breakdown of Indonesia’s structural constraints, such as supply-demand gaps and aging infrastructure across the chain.
  • A practical roadmap across five strategic imperatives—tailored contracts, integrated governance, industrial hub development, technology and ESG adoption, and multi-stakeholder collaboration.

Prepared by YCP’s leading experts, this white paper is an essential resource for investors and leaders looking to advance Indonesia’s energy landscape and support the nation’s ambitions.
